The rule of thumb is that if it has a motor or heats up, you need a converter. Curling irons or hair dryers are an example. A CPAP machine is another. For items like USB ports or battery chargers, you need an adapter, but be safe and check. If the item says 120-240, then an adapter is fine.
We took one converter and several adapters. We took a 5 port USB hub that worked great for charging iPhones and iPads. My camera battery charger was fine just using an adapter.

My CPAP just needs an adapter.
We have stopped packing a converter as all of our devices are dual voltage. Just take seceral plug adapters.
In Italy, I had no issues with the standard continental Europe adapter. For a smart phone and tablet. I do not travel with a hair dryer or any device requiring a converter.
You can find one on Amazon or an electronics store.
Most newer electronics (phones, tablets, cameras) come dual voltage so only an adapter is needed. Some items still need a converter, so check those you plan to take. If they are not dual voltage, then you’ll need a converter to. Converters usually come with different adapters.
If you just need an outlet adapter, take several. They are small, inexpensive, and easily left behind in hotel rooms.

You'll need to check the power supply / charger of each device that you'll be travelling with. Look for the words Input Voltage in the nameplate ratings. If these state "Input 100-240 VAC ~50/60 Hz", then all you'll need is inexpensive Plug Adaptors. All of the devices you listed (smartphones, etc.) use two-pin chargers so only the basic two-pin European Adapters will be needed.
It would be best to avoid Voltage Converters if at all possible, as they can present some problems with some appliances. Once you've decided on other devices you might be bringing, post the information here and the group will be able to provide further comments.
My wife and I recently traveled to Italy together. I packed my usual adapter kit..accumulated over years of global travel. I figured we had it covered. Three days before our flight an Amazon Prime delivery showed up at the house...my wife had purchased a converter with adapter plugs??? What is this for I asked? I've got everything we need in my travel bag. "It's for my hairdrier" was the reply. OK....I know enough to step away..plus she would be carrying it...not my problem.
In Venice we had the big reveal...converter, hair drier..... the hair drier would turn on for about 10 seconds and then shut off. Odd I said, that hair drier worked perfectly when I used it a few weeks ago to dry my hip waders...and then I remembered, it had been turning itself off and I had to keep turning it back on. She carried the converter and crappy dryer with us for the next three weeks. I never said a word about why it didn't work. And, as expected, most of the places we stayed had one anyway...
If you travel without too many gadgets, the only thing you need is an adapter. If it is fused, carry a spare fuse.. small ceramic fuses can be really hard to find in touristy towns.
