We have very little time between the three hour Vatican Tour and the Scavi Tour. Are people allowed to eat a packed lunch on the square? The Vatican has said that this is up to the Police and not them.

Even if the Police allow it (I am not sure) it is very exposed and will be hot in the sun. Or wet in the rain. The colonnade is not suited to picnicking.
Where does your tour end? At St. Peter's? There are cafes peripheral to the square. May not be the best food, but you will get out of the sun.
