A car is your enemy in these areas. Traffic and congestion are legendary. Parking expensive, if not impossible.
I don't understand your question regarding safety.
We used Aldo Limos to get around the area. You still sit in congestion, but you're not doing the driving.
You'll enjoy the area more if you prepare for the realities on the ground.
