Does anyone have any experience of driving from Innsbruck to Merano in winter?
By Austrian law you'll need snow tires or chains as well as a schedule that can be adjusted if the weather is unfavorable. As long as you drive the highway trough Brenner and Bolzano, it should be easy and free from snow but in very bad weather. You need winter tires both in Austria and Italy. To be exact, in Italy you should have either winter tires or snowchains on board from Nov. 15th to Apr. 15th, no matter the weather.

You can easily do this by train. Coming by car is often discouraged with large events like this.
