Drive from Siena area to Rome?

Looking for advice: Travel plans are fly to Rome, train to Florence spend a couple of days, then train to Cinque Terre for 2+ days, then spend several days in Tuscany, and 2 days in Rome before flying back to US. Thinking about renting a car in la spezia, driving while in Tuscany, then driving to Rome. What is easiest location to return car in Rome? Would it be easier to return car in Florence and take train back to Rome? Would like to arrive in Rome around noon time. Thanks!

Turn the car in at Orvieto. Hertz' office is across the street from the train station, and it's 70 minutes to Rome Termini. Many, many people use them to turn in and pickup cars to avoid driving in the very hectic Rome traffic.
While you're at it, spend the night in Orvieto, as it's a very popular and scenic Umbrian hill town.

I'd drop it at FCO which we have done several times and then train into Rome for the last bit of time in Rome. No point adding a train ride when you already have a car. The area between Florence and Rome is wonderful --

If you are going to Rome, then return the car in Rome. What is this business of returning the car all the way at the airport, or even worse, Orvieto?
It would be like someone having to go to downtown San Francisco on a rental car and returning it in San Jose, 50 miles to the south in Silicon Valley. Or going to Manhattan and returning the car in Connecticut.
Who does that? Nobody.
Return your car in Rome at the Tiburtina train station. It's right off the freeway exit coming from the Tangenziale Est / A24.

Yes return the car to Rome. We rented a car from Termini Train Station Rome last June to drive to Tuscany and it was very easy. People were like take a train to Orvieto and then rent a car. Makes no sense to go out of your way. We also returned the car in Florence and that was easy too. I'm from the NYC area so traffic doesn't faze me.
