The Italy tour email states that the dress is very casual. The packing tips on the website has a packing list for women which includes 1-2 skirts. Are skirts needed or are casual full length pants allowable for women? I have below the knee skirts but am struggling to pack all items listed into one carry on suitcase.
Its just a suggested list to give you an idea of the amount of clothing you might need.
I never wear anything but long pants on any of the tours. Never been an issue. You do you.
You can wear whatever you like. Pants, shorts, skirts, miniskirts, leggings, baggy pants, whatever. Everything is allowed.
Just be aware that if you plan to visit churches or basilicas they require that you have your legs covered above your knees and that you cover your shoulders. You can still wear anything you like, but if you wear shorts or miniskirts or tops that show your shoulders, you should carry light scarves and/or a pareo in your purse, so that you can wrap it around to cover those parts of your body that should not be exposed inside churches.
In addition to packing what you like to wear, note that the size of the suitcase you bring is not policed. The only thing to consider is that you need to be able to carry everything you bring, including possibly up/down stairs and in cases where the bus must drop people off a few blocks from the hotel.

No, skirts are NOT a necessity but if you have below-the-knee styles you like, you'll be just fine. We haven't taken an RS tour but I haven't worn anything at all but jeans/long pants to enter Italian churches and have never had an issue. LOL, skirts and this girl don't get along but it's OK if they work for other females.. :O)
I’ve worn lightweight pants, dresses and capris on RS tours. Wear whatever makes you feel normal - what you would wear on a domestic trip. I wear a very lightweight, inexpensive infinity scarf sometimes with my black sleeveless cotton dress that ends below my knees. When I’m going into a church in Italy (or any country), I stretch out the folds of the scarf to drape down across my shoulders. Otherwise, I bring a couple of shirts with short sleeves to wear with my pants. Personally, I don’t like how a skirt looks on me.
I bring a total of four outfits, plus my 3/4 sleeve top I wear on the plane. I just wash my clothes on 2-night locations in the sink with a piece of Earth Breeze detergent- looks like a dryer sheet.
