We want to do have a car Orvieto to Bologna. Sure there would be a drop fee.
Well, the best way to know is to try and book it, right? Normally they should allow it, and the booking process would tell you the fee.
We always use Autoeurope.com but they don’t show a 1 way to Bologna (except from larger cities).
We’ve done one way car rentals in Italy many times without an extra fee. Of course, that is no proof that it’s still the case. If you check on AutoEurope, you’ll easily find out. Maybe better prices than on Hertz’s own website, too.

I personally prefer to use the actual website of a rental company. I feel that gives a more accurate picture of fees and charges. I might just research consolidator pricing. And it's wise to look up the working hours of the offices involved. Have you already dealt with IDP, ZTL, and statutory insurances vs. the insurance scheme you are hoping to obtain?
AutoEurope does not use Orvieto Hertz due to customers’ complaints of that franchise office. You might be able to use Hertz directly. However you might also consider renting the car from Rome (assuming you are coming from Rome). You will have more choices, especially if you need an automatic cars, and possibly better pricing too.
I prefer to use AutoEurope for rental instead of a car rental company directly. When you book on the company site (say Hertz) you'll typically end up on a US website and make the booking. The website will arrange electronically for the rental. However Hertz is just a licensed name and the companies abroad are completely independent. If you later run into any problems and seek help from customer service US Hertz will wash their hands of it and tell you it wasn't their rental. Search online and you can find stories about this.
By using a broker like AutoEurope you also have someone you can call if you run into issues at the rental counter when picking it up such as an unexpected demand you sign up for extra & expensive insurance or no car. Such stories aren't unheard-of. If you rent from the company directly then you get to negotiate with the counter agent (I know who's going to win that one).
Lastly, I'll ask why do you need the car to be from Hertz? We've used AutoEurope on several trips and the companies they work with are all fine.

Is it just to get from Orvieto to Bologna or will you spend a few days in between?
Another good place to pickup is Chiusi- on the train line and a couple agencies there that AutoEurope does offer

Unfortunately many rental agencies in Chiusi have closed shop during the pandemic so now only the Avis-Budget agency is left in Chiusi. Assuming a car is needed at all by the OP to travel from Orvieto to Bologna (maybe they plan some days roaming around Tuscany) I think nowadays it is best to stick to the closest provincial capitals (in this case probably Rome).
Tried to book on the Hertz site: pick-up Orvieto and drop in Bologna.
Instead of showing a rate and allowing a booking it displayed "Call to Book".
To me it seems it can be done, just not online

In 2019 we picked up in Florence and returned it in Orvieto. Just be aware of Orvieto hours and the long lunch break.
