We lived in Santa Barbara for many years and enjoyed the "I Madonnari" festival at the Santa Barbara mission.
Is there a similar street chalk festival somewhere in Italy?

I assume you mean "chalk"? It's not a chalk festival, but every time I've been to Florence, there have always been 2 or 3 artists on the streets reproducing famous pieces of art. In early May, a girl was recreating Botticelli's Birth of Venus. It was the street next the the wild boar statue market.
