What are excellent and reasonable day trips from Cagliari using public transportation? It seems there are some beaches 20 miles east or west.

You can get to Villasimius to the east of Cagliari and Nora Pula and Chia in the other direction, all with fantastic beaches, by bus. Be prepared to walk a bit. You can also go to Cagliari's official beach : Poetto, easily but it's far from the best Sardinia can offer.
