Arriving in Marco Polo airport 9:00 AM. Want to rent a car, drive to Soave, stay in B&B that night and drive back to airport next day. Meet with R.S. Tour group at 4:00 PM in Venice. Is this doable? Has anyone done this before? Is there time to visit Verona while in Soave?

How's this plan. Rent from Maggiore at Venice airport, drive to Soave and check in at B&B, relax, do stuff you go to Soave for, dinner and sleep. Next morning check out early, drive to Verona and turn the car in at Porta Nuova station Maggiore location, store bags in station locker. About 4-5 hours in Verona. Head to Venice S L on the 13:59 Freccia, arrive Venice at 15:10. 50 minutes to get to the tour meeting. You can probably get to Venice faster from Porta Nuova station than you can from Venice airport.

Sam's plan sounds good.
However you will be very tired and jet lagged so there is a risk that you might fall asleep at the wheel. Also as soon as you enter your room after checking in at the B&B there is a risk that you will be tempted to sit down on the couch or on the bed and fall asleep until dinner time and do nothing else that day.

Absolutely doable. Soave is small and can be seen in a few hours really (my oldest son was born in Soave so I have a soft spot in my heart for the town). If you get up early enough you could even spend a couple hours in Verona in the morning, then catch a noon train to Venice (or drive, if you can drop off the car at Piazzale Roma in Venice) which would get you there in plenty of time to meet up with your tour group.
