I've heard that the road to Ragusa can be windy and challenging. Would it be easier to drive from Siracusa to Noto, then Ragusa, then back to Siracusa....or go from Siracusa to Ragusa, then Noto, and back to Siracusa?

The road from Siracusa to Ragusa is the same in each direction. It's the A18 freeway, for the most part. Noto is half way on the same route. What you want to do first is up to you. The road is not really that windy (unless you mean there are gusts of wind, which could be occasionally) and not challenging at all. Part of the freeway is brand new, so not sure if there are portions with some road work still.
