Hello. I am traveling from Detroit to Rome via Frankfurt Germany. Our connection from Frankfurt to Rome is in the same terminal. Do I go through customs in Germany, or my final destination of Rome? TIA!

You will go through passport control in Frankfurt.

Customs is the check on goods, the contents of your cases. This will happen when you get your bags back, in Rome. But, it is a random stop only. 95% are not stopped so it takes zero time.
Immigration (aka passport control) is the check on people. If you are allowed in and for how long. This will take place when you enter the Schengen Area, at Frankfurt. This will take some time and may involve a wait.
