A good friend will be spending a week in Provence then flying from Nice to Rome. Will she go through customs at Fiumicino?

No, consider a domestic flight.

No. France and Italy are both part of the Schengen zone, so there is no customs or immigration. The countries reserve the right to do these checks, but under normal circumstances, it is just like a domestic US flight.
