I believe those websites are only active during Rome business hours
Now It's 12:45 AM in Rome and all the 3 above-linked sites are up and working. I have checked, so anyone saying they are down must be behind a paranoid proxy server.

I'm in the US (Washington, DC) and cannot reach either the Colosseum website or the Pantheon website.

Agreeing with Christine: I know for sure that the official informational website for the Colosseum (https://colosseo.it/en/area/the-colosseum/) is only 'up' during business hours, ROME TIME. The same goes for Galleria Borghese, and will assume the same goes for the Pantheon. That may be different in Italy but it's been that way in the US for some time.
That said, the official ticketing site for the Colosseum is 'up' 24/7. That URL is https://ticketing.colosseo.it/en/

I have never heard of a website being accessible only during certain hours before- are we really sure this is the case? The internet is open 24/7. I just tried this link: https://colosseo.it/en/area/the-colosseum/
and it works fine for me. It's currently 6.53pm on a Sunday in Rome so certainly not business hours. I don't know what advantage taking a website down outside of business hours would give to the people running the colosseum?
Thank you everyone for responding!! You are all the best! I did finally get through and have come to realize that I cannot book these as early as I would have thought. We will not be going until May of next year, so I am way too early to buy the tickets. Again though thank you everyone for the very useful information. This is a great group to be a part of!
Cat, it's 3:00 PM here in Minnesota, 10:00 PM in Rome, and the link https://colosseo.it/en/area/the-colosseum/ doesn't work for me. As mentioned before, it's only been accessible here during hours the Colosseum is open/business hours. The ticketing site IS accessible 24/7.
As well, neither https://galleriaborghese.beniculturali.it/en/visita/info-biglietti/ or https://cultura.gov.it/luogo/pantheon are working for me either, and that's normal at this time of day. Not sure why they worked for you but it may be your closer location to Italy?
Well, I stand corrected! It is 10.50pm in Rome right now and none of those links work for me. I have honestly never seen anything like that before, but according to a few Reddit threads this is apparently common with Italian government-run sites:

That really is completely bizarre and I still don't understand the rationale... but if there was one country to do something this ridiculous I'm not surprised it's Italy.

Sorry for any unintentional offence caused. My grandparents came from Italy in within our family we make fun of Italian bureaucracy all the time. I still have family there. This was intended more to be gently self-deprecating.
