I wish they would exclude large cruise ships from places like Venice.

What I don't understand is that the mayor of Venice said on the news last night that they have been trying to ban crise ships from the route for months (quoted on BBC here: https://www.bbc.com/news/world-europe-48489158 ):
"Cruise ships must not sail down the Giudecca. We have been working on moving them for months now... and are nearing a solution."
Why can't they just impose a ban on them using this shortcut through Venice, why is it taking so long?
