We are going to Italy in November and are wanting to know if it is possibly to get the health pass for American citizens? If so, how do we apply for it?

Nope, you can only get it in an EU country where you live. But Italy's cite also says the "white CDC card" works. Public Health in our state also keeps a database of everyone's vaccine record, so along with my CDC card I have a print out that is signed by public health showing my medical record that matches the CDC card.
