If you got a €35 or €40 charge on your credit card it s likely that that is only the cost of the rental car company providing your details to the police. Look for something with a couple of zeros for the actual fine, after some time.
When were you in Bologna, and does the date of the car rental match the date of the fine?

We received a 48 euros charge directly to our credit card from the rental agency but no reference to the cost amount of the actual ticket. The email from the rental agency said that could take up to a year. So do you think the actual ticket will be less than 100 euros?

That €81 plus fees approaches €100, it often is not responded to until it has doubled - and then if you use a bank wire to pay there will be a significant bank charge from your bank.
Try and use credit card payment if you can...

57 € + costs if you pay within 5 days from the moment you receive the official letter.
81 + costs if you pay between the 6th and the 60th day. From the 61st day on, if you haven't either paid or filed an appeal, the fine starts increasing.
Fines double only if you file a free appeal to the Prefect and it's rejected.

It could be quite some time before you receive the actual ticket, and by that time you may not be able to appeal. If you receive a letter from European Municipality Outsourcing, that will be the actual ticket.
