We will have several hours to spend in Venice after arriving by boat from Rovinj, Croatia @ 11am and before departing for Paris by air @ 5:35pm. Can we safely store our luggage in/around the boat harbor or near a taxi stand that has dependable rides to the airport?

There is a storage location at Piazzale Roma where you get the bus to the airport.

And just FYI, these aren't lockers. They are desks staffed by humans who will put your bags in a secure room. Consider using small zipties to secure the bags shut just in case someone decides to see what you've got. If you do this, remember to have something to cut the zipties with later. Fingernail clippers work.
