Condor baggage allowance

We will be flying from Portland, Oregon into Frankfurt and then into Venice. The baggage allowance size for carry on for Condor is 55x40x20cm and personal item 40x30x10cm. First question is when I measure my 20 in carry on roll bag that i usually use when i fly Alaska air, it's just above the carry-on size by half an inch with measuring the wheels. Do they really have you measure your bag? I'm having a hard time finding a bag under the max size. We will be gone for 16 days and will be doing laundry, but I'm hoping to have some room to bring items back.

Flying back on KLM most likely with also small bag sizes. Since these are European carrier's is that why they have smaller luggage sizes?

Any suggestions are welcome. Trying not to buy new luggage for this trip.

I haven't flown Condor from Portland but here's a thread from last year that includes some information about bag sizing at PDX. YMMV. In case your bag doesn't make the cut, make extra sure you have a plan to pull out your important bits before you check the rejected bag (meds, passport, etc.) https://community.ricksteves.com/travel-forum/packing/carry-on-with-condor-and-klm If you're not wanting to buy a brand new expensive bag, perhaps you can borrow something from a friend or check out thrift stores or Ross/Marshalls/Sierra Trading Post.

Re: bringing items back, I'd suggest getting a packable tote bag that you can use as your carry on when flying home (check your rolling bag). I've flown Condor out of Seattle, not Portland. In Seattle there is an open sided sizer, which they use. Will a 1-1/2 inch difference be noticed? Who knows? But you also need to be aware of their weight limit. I don't know if the sizers include a scale. However, if for some reason you have to go to the ticket counter (we did because our pre-check numbers didn't show up on the boarding pass), they will weigh your bags.

This is a perennial topic on the forum. If you're comfortable taking the chance on having to check last-minute (and pay the fee), twice, then by all means, take your oversized bag. If you're not comfortable taking the chance, then you can either pay the fee up front and check the bag or find something that fits the airline's requirements.
Also, if your "20-inch" bag is half an inch longer than 55cm, then it's not a 20-inch bag. It's not even a 22-inch bag. It's 22.15 inches.
