Recently we heard that the upper levels of the Colosseum are now open to tourist (have been closed for a long time).
Does anyone know how or what type of tour or tickets we need to purchase (probably in advance) to be able to tour the upper levels ?

You need to get tickets on the coopculture website. These will be IN ADDITION to your general entry tickets for the Colosseum/Forum/Palatine.
You want the Belvedere guided tour in English, or the combo Underground and Belvedere tour in English. There appears to be a price error on the page for the Belvedere-only tour: it is not € 5,00 + € 2,00 reservation fee but € 9,00 +€ 2,00 fee = € 11,00 for each adult ticket.

there are several tours available at the colosseum. The new belvedere tour is of the upper 3 levels. Book through the official website. You will also need entry tickets in order to get inside to take the tour.
