What’s the best option for ordering Underground tour tickets. Do you have a choice of time?

To be perfectly honest, there is no "best" option for getting these tickets. The Underground and/or Belvedere tours are the most in-demand tickets in Rome and especially so for high season. The 1st batch of the most economical tickets - through coopculture - went on sale May 23rd at 3 PM Rome time for July, August and Sept and I'm guessing sold out within hours. The next batches for the same 3 months will go on sale....
June 6th at 3 pm (italian time): The pre-sale for the underground, the
belvedere and the combined underground belvedere tour, in the monthly
availability for July will be released online only.July 4th at 3 pm (italian time): The pre-sale for the underground, the
belvedere and the combined underground belvedere tour, in the monthly
availability for August will be released online only.August 1st at 3 pm (italian time): The pre-sale for the underground,
the belvedere and the combined underground belvedere tour, in the
monthly availability for September will be released online only.
