Hey, Michelle! Great question. In the cafes, you can be a bit more relaxed (especially the outdoor ones). But generally dress is more formal than the US (think church clothes). If you plan on eating inside, I'd have a longer skirt or pant, button up shirt for the men if you can -it may not be required, but would help you feel like you're fitting in for sure! Outside - much more relaxed.
Finer restaurants may require a jacket and tie all the time, or just for dinner. A lot of them have web sites, or you can find advice in Rick's books, etc.

Michele, going 1st week of March you probably won't be taking shorts, so days you will most likely be wearing long pants. You can wear long pants or skirt into any of the restaurants. My husband didn't take a sport coat (we travel carryon only) he wore a button down shirt & vest at night under his all weather jacket (which was removed inside) There may be some fancy restaurants that require coat/tie, we just didn't hit those and had some very nice meals. We also stay away from the restaurants that are obviously aimed at the tourists. If you are wanting to dress up your outfit pack (or buy there) a pretty scarf. We have always had great luck with restaurants that are recommended by the hotel. Tell them you don't want a tourist meal. Have fun!

Business casual works well everywhere. For men, button-up shirt and khakis with walking shoes. For women a skirt or nice pants with a casual (but modest) top.
