I heard there's a spot in one of the towns that has a nice restaurant looking over the water where you can see divers jump from the cliffs above. Does anyone know which town this is in or the name of the restaurant?

6 yrs ago I took the local ferry from Montrosso to Riomaggiore, stopping at the towns in between. At one of them ( I do not recall which) there were what appeared to be the local kids jumping from the cliff into the water. It was not a "tourist attraction" and whether there was a restaurant that had a sightline to the area these kids were is unknown.
Obviously things may have changed since then, so it may be worth your time to do further research if wherever you "heard" cannot give you more info.

That may be possible in several of the towns, but I don't know which one has a view from a restaurant.

I think it's Riomaggiore. We were sitting near a cliffside restaurant watching people dive off the cliffs. It was really cool!

8:25 Vernazza - and I'm 99 percent sure that was the balcony of the air bnb apartment we rented in Vernazza. I would highly discourage jumping though.
