Looking for recommendations on how best to get from the port to Rome (we will just drop off our luggage prior to check in) after a cruise. Cruise ends on Nov 1 in case there is any seasonality to services. Thanks

Next time you talk to the cruise company, ask them if their cruise terminal has a free shuttle bus all the way to the train station, in case you want that one-hour, very cheap ride to Termini Station in Rome. The city bus usually has insufficient space for a ship-full of people.
Your statement "drop off luggage prior to check in" is confusing in conjunction with "from the port to Rome." Are you going from Rome to the port as well? Are you checking in baggage and then going to Rome for the day, dashing back just before the cruise sails without you? What time will they start accepting baggage in that case?
The best ways is always a car and driver if you can afford it. Cheaper and more convenient is the train to Rome. The train station is about 3/4 to a mile from the port entrance. We always walk it but the most luggage we have is three carry on size bags and one is rolling. The walk is flat along the beach. So luggage is easy for us. There are three to four trains an hour to Rome taking between 45 mins and an hour 15 depending on the train. Basically a commuter run to Rome. Some trains will have reserved seats, many trains will not so you just stand till a seat becomes available. Depending on number of ships in port, these trains can be really packed. There will be a shuttle bus from your ship to port entrance and a city bus to the station -- a couple of Euro. Taxis will ignore you because they want a bigger fare to Rome or elsewhere.
If you are going to use the train, your best bet is to buy a Regionale train ticket to Rome at any other train station in Italy that you happen to see. Buying tickets in Civi..... will be a zoo. That way, your validate your Regionale Ticket in the validation/time stamp box track side in Civit and get on the first "R" train headed to Rome. A bit of a hassle but easy to do.
