Cinque Terre to Volterra with stops in Pisa and Lucca

We will be staying in Levanto without a car, but we will need a car once we get to Tuscany, so I am trying to decide where is easiest to rent it. We would like to stop at Pisa and Lucca the day that we travel to Tuscany (Volterra area specifically).

It is hard to tell from the maps if we should see Pisa first or Lucca. Also, where would be easiest to get a rental car from the train station?

Otherwise, we could pick up a car in Lavagna the day before we leave Levanto and just do it all by car. I am a bit concerned about going around too much with all of our luggage in the car, though, so that is a consideration too.

We are planning to pack light enough that we can get around on the trains (with luggage storage if needed).

I have rented a car at the Pisa airport twice and returned one there once. Very easy. You should be able to get to Pisa train station and then take the line to the airport. We did that in reverse after dropping car off at the airport, then in to central train station and to Santa Margherita Liguria. You have better options there than Lucca.

We rented a car from Europcar in Lucca, it is very close to the walls, and you could walk there after looking around Lucca. Personally I think Lucca deserves the whole day, or an overnight if you could fit it in. We just had our 3rd stay there and enjoyed it just as much.

Where you want to return the car? Depending on where you want to drop it off you may need to find a corresponding rental place and that may decide whether it is Pisa or Lucca for you.

You should definitely be cautious about parking with your luggage in the car - especially in known touristy areas like Pisa's tower area. I can't imagine losing your luggage in Lucca but the impact to your trip is so high that even a slight chance is a problem. The other problem with the luggage is carrying it around and storing it. Either city has luggage storage near the station and they are about 30 minutes apart by train. If you are determined to see one place, rent a car and see the other then I think Pisa then Lucca makes way more sense since I think Lucca is a safer place to park.

Without parking it looks like either:
Train to Lucca, stash luggage, see Lucca, collect luggage and head to Pisa, stash luggage, sight see and then collect it and rent the car. (Or this same plan but switch the cities.)
Or you might think about train to Pisa, stash the luggage, see Pisa, train to Lucca luggage free, train back to Pisa, pick up the luggage and then rent the car.

One problem is you are trying to do a lot in one day and you need to think about when the car rental place closes. The airport location may be open later but day of the week really counts so don't try this on a Sunday. You're looking at 5+ hours of trains and driving on this day before it is over.

Great advice above, especially regarding the drop off location being pertinent.
I’ve left my rental car parked in all kinds of places all over Italy with the trunk full of luggage, but the one place I would never do that is Pisa.

Pisa is underwhelming IMHO.

Sure leaning tower and all, but between Pisa and Lucca id stick with Lucca every time.

Way more characteristic and typical.
