Check La Marina rooms in Vernazza, specifically the apartment. It is built into the seawall and has a balcony right over the water.

If you're adventurous, try The Gianni Franzi in Vernazza... easily meets your budget... the views are away from town over the water... one of the most ecclectic places you'll ever stay... some small balconies... a community terrace high on the cliffs directly over the water... no frills... but if you do it once, you would stay no where else!!!

Hi Check out Pasquale Hotel in Monterosso al Mare. We stayed there a few years back and it would met your criteria except I don't remember a balcony. But the views to the sea and the wee small boat harbour were great. It is a short walk from the village's train station. And the breakfast included in room price was very nice with a better than average variety of items offered. If you stay in this wee town, there is a restaurant under the elevated train tracks that you can see from the Pasquale which served excellent meals are reasonable prices. Sorry I don't remember the name of it but if you are in the town it will be easy to find.
Happy travels.

Carrie, We stayed in Monterosso at Hotel La Spiaggia. It was a Rick Steves recommendation from his guidebook, and it did not disappoint us. There were rooms with balconies, but we did not have one. It was very nice, great breakfast, and beautiful ocean views. Ther owner, Andrea, was also very helpful.
Just a short walk to the train station.
