Has anyone visited there in late February or March? Just curious as to the weather and crowds. How is it that time of year?

Look at the hotel rates at that time that will tell you something. Also there are no cruise ships full of daytripers coming in that time year hence less crowds
I've been to Italy that time of year and the weather is milder than in Cleveland.

Not all of the hotels and restaurants may be open in February, so March would be better month to visit. Of the five towns, Monterosso would likely have more places open at that time of year.
There probably won't be too much of a "crowd" problems, but the weather may be a bit rainy. This chart provides an idea of what you might expect, but don't consider it "gospel" - https://www.holiday-weather.com/cinque_terre/averages/ .
