Is the coastal path in cinque terra open?

I'm not quite sure what you mean by the coastal path, but presume you may mean the pathway that's along the cliffs, 'Via dell'Amore'.
Only about 300 meters on the Manarola side has been restored & it's open to the public.

I assume you're referring to the Sentiero Azzuro trails in the Cinque Terre that run just above the ocean between Monterosso and Riomaggiore? When I last checked a few days ago, this was the status.....
- Monterosso to Vernazza: Open
- Vernazza to Corniglia: Open
- Corniglia to Manarola: CLOSED
- Manarola to Riomaggiore: Open for the first 300 metres or so at the Manarola end (as mentioned in the previous reply), but the remainder will remain CLOSED until next year.
Note that a Park Pass is required to hike any of those trails.
