High end shops are on Via Montenapoleone, which is walking distance from La Scala theatre.
Outlets are available, but not in town. The most upscale is probably the Serravalle. The closest to the city center is probably Il Salvagente Outlet.
Shops may or may not be open on Sunday. It’s up to the shops’ owners. Generally in tourist areas or major city centers or malls they open. Restaurants are nearly all open on Sunday.

Via della Spiga which runs parallel to Via Montenapoleone has some nice shops also and part of it is pedestrianized. For some reasonably priced shopping options the La Rinascente department store is near the duomo and you can also stroll the pedestrianized Via Dante from the Duomo to the Sforza Castle.

In Milan I always stay kind of near the main train station.
I have found 2 budget hotels that I like and the location is idea.
(on the corner is a main metro and train station)
The hotels are Hotel Berna and Hotel Garda - both recommended on this site by others too. From the hotels I walk all over and even walked through the city park to the Duomo.

You can see photos and reviews on tripadvisor, but you get a better price if you book directly with a hotel.
