I would suggest the Pantheon/Piazza Navona/Campo dei Fiori areas, to be centrally located. Breakfasts vary in quality. Hotel Smeralda is a good suggestion.

Hotel Smeraldoterrific location (cobblestone street, with a quaint residential feel), room was clean and comfortable, I believe around 90euro, breakfast included, and added discount with RS book. My husband and I walked everywhere from there! Highly recommend!

The star system in Italy is different from in the states. It's an indicator of amenities and not of quality. Also, "inexpensive" means different things to different people so if you can give an amount it will get you more responses. I'm not sure why you don't want to stay in the termini area but that is where you'll find the best prices. It may not be as charming as the Pantheon area but it still has many good hotels and restaurants. That being said, you can try the hotel Smeraldo, the Albergo del Senato or the Capo D'Africa. Donna

The sponsor of this forum has a book with many suggestions as well as other useful information. That you are here asking makes me think you could benefit greatly by reading the guidebook.

Hotel Due Torri is a three star hotel in a great location-five minute walk to Pantheon. Not inexpensive but you may be able to go through hotels.com or a similar venue. The breakfast is really good-they cater to a British clientele and toast, eggs, etc available and everything else you could want. Staff is great and we had an incident where theft could have easily occurred and we were thankful for a very honest housekeeper. Will stay there again for sure.

Donna gives some great insight into the stars system in Italy. We've stayed in anything from 1-5 stars, and our comfort level often did not coincide with the star level. Better to read reviews on the property before booking. As referenced by Susan, breakfast in Italy is usually "different" than what many visitors have at home. I'd again suggest you look at the comments for those properties which say they have breakfast to see what "breakfast there" includes. Not sure how inexpensive the "centro" area would be in May, as Rome is quite busy then. You could look at these articles, which make suggestions in the city center including the Spanish Steps, Pantheon, Piazza Navona, and the Trevi Fountain. There are plenty of photos, recommendations, some maps, and links that will sort the areas by price. As Donna so aptly says..."inexpensive means different things to different people." Hopefully these suggestions can give you some more options to look at. It would be great to stay in the centro area, but if your budget prevents that, you might look near Roma Termini or in the Vatican/Prati area. (We've stayed near Roma Termini - not the prettiest part of town - but safe and interesting in our few experiences). I'm sure you'll get many more suggestions from the experienced Rome travelers here on the RS board. Good luck in your search.

Downtown Accomodations. 15 minutes walking from Termini, 5 minutes to the Forum. Secure location, nofrills, but serve breakfast. Low price. Nice staff.

Hotel Abruzzi is located right on the piazza that contains the Pantheon. Nice, but for a decent price for Rome. (Not sure if it's your budget, you would have to look at their website. But they have some specials, we got a deal and ended up with a room upgrade.) Breakfast is across the piazza at Scusa Il Ritardo restaurant. Buffet, more American style breakfast than Italian (which is good in the case of breakfast--more food, more selection.) We did our honeymoon part 2 there and loved it.

Hi Ross, my fiance and I are planning on staying at the B&B Fontana di Trevi near the Fountain of Trevi, as you may have guessed, on our honeymoon. It is well rated and I think fairly priced, for the amenities and location. But, we haven't stayed there, so I can't speak from experience yet. http://www.bbfontanaditrevi.com/
