I'm getting car service in Italy and they are are asking for the country code for my US cell phone. What is the code for an Italian person to use to call my US cell phone in Italy?

country code for USA is +1 ... code for Italy is +39

Give them your full phone number with the +1 in front.
If your US number is 212-555-1212, tell them your number is +1-212-555-1212. They'll know exactly what that means.

Country codes never change, they are the same whichever country you are dialling from. What does change is the prefix you put in front of it to get an international connection. That is depends on which country you are dialling from:
[International prefix] [Country Code] [Area Code] [Number]
The [International prefix] from a cell phone is + From a cell phone, for the USA you dial +1 [Area Code] [Number], for Italy +39 [Area Code] [Number]
The [International prefix] from a landline anywhere in Europe is 00 For the USA you dial 001 [Area Code] [Number]
The [International prefix] from a landline in the USA. Calling Italy from a landline in the USA you dial 011 39 [Area Code] [Number]
