Cell phone that works in Germany to make calls to Wisconsin

My son is in the Army and has just been stationed in Germany. He had a cell from Celcom but it does not work in Germany. I am looking for a cell phone that works in Germany so he can call his friend and family in both Wisconsin and other states as his siblings are stationed in different states also. He only has a military income and onyone who has evey served knows that the income is not much so we need somehting that is affordable.

Since your Son will be in Germany for awhile, I'd suggest that he buy an inexpensive GSM phone when he arrives there. I'm sure others that have been posted there for awhile will be able to give him some idea of the best phone and plans.

He might want to have a look at the different networks in Germany, in order to get some idea on the various rate plans they offer. The networks in Germany are:

Wendy, you might want to post this in a different section instead of in the Italy section.

On to the phones. Two ways. One can use a call-around number which will give you cheap rates of about 1 cent per minute. Or, buy a phone card and he can call the states for about 1-2 cents per minute. Both ways you pretty much need a landline, which should be in any barracks. Also internet stores all over Germany with phones to use. You will never get it anything close to this cheap with a mobile phone. He needs to get these phone cards at the German stores, and not those AT&T cards from the PX. Those are a complete rip-off. The PX does sell phones of course, so he ought to be asking his buddies what they are doing and where they are buying their phones, what kind of cards they are using, etc. Their information will be helpful to him to make his decisions, but I would never use my mobile to call the states!

Has your son thought about Skype? This is what the majority of military members use these days.
