Are you looking for a hotel or a B&B? Have you ever been to Catnaia? Lots of neighborhoods and buildings look somewhat nitty gritty from the outside but their interiors will surprise you. I have stayed twice in budget friendly B&Bs both near the duomo, main piazza and Vía Etnea. Both are very convenient for walking to the sites commonly visited by tourists. Also walkable to the bus or train station and even to the WWII museum. Two very different experiences but both were chosen by us due to location, price and few stairs as both buildings had elevators.

Several years back I stayed at Al Quadrato d'Oro. . It is on the first ( not ground) floor of a more modernish apartment building that has an elevator for taking up your luggage or if steps are a problem. It is run by a young couple and they turned a large apartment into a B&B. When I was there they offered breakfast but i do not know if it is still included. It did not have a sitting area, basically just bedrooms and a small reception area. It was clean, budget friendly, very close to the duomo and two blocks from the Piazza Università.

This past March I spent four nights at B&b San Placido Inn. It is on the top floor (5th) of an older apartment building with an elevator. The rooms were large and the style was quite ecclectic and more old school Italian, not modern. I was one person in a double with a balcony overlooking the bay and my cousin and her husband had a triple room overlooking the San Placido Church. A good breakfast was included. The BnB has a large outdoor terrace with views of Mt. Etna and the area rooftops and churches. It is only two blocks behind the duomo. Very good value and rates.

If interested contact either place directly for best rates.

I have never stayed in a hotel in Catania but there are many. Do a search here on the forum for past recommendations.

We stay in a smashingly great tiny hotel near the Duomo: PALAZZO MARLETTA. They occupy two floors in a historic palazzo--the main floor contains gorgeous rooms with historic detail; the floor above has plainer rooms for less $$$.
Our room had a terrace with Duomo view.
Both floors share a common dining area also used for snacks and wine laid out by the hotel staff. Staff are exceptional and all speak excellent English and go far out of their way to help with any and all issues. It might be my favorite hotel in Sicily.
