I am in process of buying fast train tickets (frecciarossa) from Napoli to frienze on 9/23/14 but note that there is a deal that gives me 10 euros off the trip (9/23/14 is a Tuesday) called the cartafreccia. Is that program available only for residents of
Italy?
I'm not 100% certain but I believe it's for residents only, though I could be wrong. My question is, why not just buy the the economy tickets for 39 euros instead of the cartefreccia tickets for 54 euros?

Here is the "google" translation of the requirements from the Cartafeccia page from Trenitalia. Note "resident in Italy" in the second sentence.
"2. Procedures and conditions for accession to Cartafreccia.
The issue of PAPER ARROW is free. Holders can become PAPER ARROW to all individuals who are at least 12 years old, who are resident in Italy and who, upon enrollment, provide all the information necessary."
Google translates "Cartafreccia" as "PAPER ARROW".
PS. Trenitalia shows the 11:00 Frecciarosso 9528 having Super Economy tickets available for 29 euro.
