Are the marble quarries in Carrara open for tours on Sundays and/or All Saint's Day, Nov. 1. Also, if we arrive by train in Carrara, is there easy access to a bus to the quarries?

No, there will not be easy access to the Carrara quarries by bus from the train station.
Having a car is helpful. There is also a guide, that has been used by people here, that will meet you at the train station (by prior arrangement, of course).

But I don't know if anyone here will know the answer to your first question. Public transportation, as well as operating hours of some out of the way places like this in the country, are often limited on Sundays and Italian holidays.
