Has anyone ever leased a car in Italy vs renting one? I heard that it is a lot
cheaper to lease but from I can see, there is a huge fee to transport the car in and out of Italy from France (Renault dealer).

You are right that you will pay additional fees for picking up and/or dropping off a leased car outside of France. How long do you need a car for? As for the cost, you have to do the math to compare. The lease includes all insurance and everything else, but once you add up the extra charges for being outsider of France you will probably find you don't save anything. There are several leasing programs. I leased through AutoEurope.
