I have twice used https://gemut.com/ for car rentals and found them to be very competitive in finding the right price/vehicle/location to pick up combination. Are you using the car to leave Rome for other stops on your itinerary? You do not want a car in Rome, IMO. We lived there and driving in the city was not fun.
also Rome has a fair selection of ZTLs which love money. You can't drive in much of the central area. Become familiar with ZTLs and how to spot them and learn where they are and any free periods if you will be getting a car in Rome.
Echoing the above: if you are not Italian and you want to drive in the city of Rome, I strongly advise you not to. Parking and traffic and the ZTL would make it a miserable experience.
If you want to rent a car out of Rome and drive around the countryside, that works great. Be sure to figure out the toll system on the autostrada. It's not super complicated once you know it, but if you have not seen it before, it can throw you at first.
