Car rental return near Todi

We are picking up a rental car in Tuscany (Cortona). We will enjoy a few days there and then drive down into Umbria to stay outside Todi. We will also be exploring Umbria for three days. We plan to catch a plane in Rome to return to US. Where can we best leave a rental car if we are NOT planning to drive it back to Rome ourselves? PLUS we have to get back from whoever we leave it to Todi to meet a driver the next day The plane leaves early and we are getting a driver to take us to the airport. We are seniors and there are limits to our driving unknown roads early in the morning.

Any advice is helpful. I do not yet know which car rental we will use, but the last time it was Hertz.

Terni is the closest place to Todi, I believe. Closer than Orvieto and very easy to drop the car and get on a train to Rome. The town has all the major agencies, all just a few blocks from the train station. In 2016, I found it very easy to get in and out of Terni by both car and rail.

Getting back to Todi without a car won't be that simple. You'll need a driver for that or I suppose there might be a bus. I have missed a plane home from Europe by staying too far away from the airport; I won't ever do that again. My preference would be drop the car, train to Rome, a nice hotel and dinner the last night in Rome before a simple cab to the airport. But I'm sure you can make it work with a private driver too.

There is very little public transportation to Todi on Sundays, so I hope you are not planning to return your car and get back to Todi that day.

I would drop the car in Terni, take the train to Roma, spend the last night there, and taxi to the airport the next day, as suggested above.
