We will be traveling from Sicliy (Catania) to Mainland Italy in April. We are staying in Orvieto for a week, with plans for day trips. We then will travel to Florence and stay a few days. I want to avoid driving in Florence or returning the car to the airport. We will rent a car at FCO and drive to Orvieto. I am trying to figure best place to return the car in a spot where we can then hop the train to Florence. the train station in Florence is a 10 minute walk to our hotel . I am considering dropping the car at Perugia or Siena and want to return the car to a drop off that is close to or part of the train station so we can coordinate the train to Florence. Can anyone tell me from experience if either of these makes sense? when i type in fco to siena its showing keddy and europcar but I dont see where the rental station is compared to the drop off. When I input FCO to Peugia, Its returning no rentals available. I was thinking I should rent from Avis, Hertz or Sixt, but open to suggestions. Thank you.

If you have to drive to Siena, then you might as well drive to Florence and return it at the airport so that you avoid driving inside the city. From the airport car rental center, then you take the shuttle bus to the main terminal and from there you can take the T2 light rail to the SMN train station, or you can also take a taxi directly from the rental car center (plenty of taxicabs at the stand there) to your hotel.
If you return at Florence airport (that would probably be my choice) I recommend to set your navigator to this Service Area on the freeway just before the rental center to refuel your car prior to the rental return.

The entire 2 hour trip from Orvieto to the FLR car rental center is on freeways, therefore very easy.
You could take the train from Rome to Orvieto and rent a car there (Hertz).
If that does not work, perhaps try AutoEurope (a consolidator that comes highly recommended) for some other locations? (In Siena, you would have to take a taxi.) Check Arezza, looks like you may be able to walk from that station.
But it is really not that bad to drive into Florence, Roberto has provided the directions on the forum many times (check search box).

Thank you. Perhaps it makes the most sense to take the train from Orvieto to Florence, and leave the car in Orvieto. I will check that option out.
If you want to minimize driving, you could rent in Rome and drive to Orvieto (and return the car in Orvieto) or take the train to Orvieto, and pick up and return in Orvieto. Either way you must use Hertz, since it's the only company in town.
If you rent in Orvieto, and you don't know how to drive a manual transmission car, make sure the agency has an auto transmission car. Italians are not big on automatic transmission and many rental car outfits keep only a limited number in their fleet (and usually only in the larger car segment and at the larger rental locations). The Hertz office in Orvieto is a small franchise, so they may have a limited number of automatic cars.
