Though it's almost two hours by train, I think the closest rental outlet is EuropCar in Lecco. You realize that if if you return the car in France, there will be a drop off fee off $400-$500. Check the AutoEurope.com website and call their toll free number to find out if there's anything more convenient to Tirano and what the actual drop off fee would be. Also, make sure you have an International Driver Permit. If you get stopped in Italy without one, there's a fine of about €500 that can be charged.
