I will be staying in a small non-tourist town in northern Italy (Sondrio/Morbegno)where a rental car will be needed. Does anyone know of any nationwide car rental companies that are open on weekends?

We had to search for a car rental agency open on a Saturday in La Spezia as they seemed few and far between. I think it will depend entirely on the location and not the rental company. However, I am not an expert. We got an excellent rate with Hertz and they were open on Saturday down by the harbor. We had to take a taxi from the train station. Not a big deal. Good luck.
