Does anyone know if I can carry on a backpack & a small suitcase on the plane without having to check one?
It depends on the airline carrier. I was allowed on Continental, but I can't tell you more then that. The best is to call the airline company you are going to fly .
Typically this is true. But you will want to check out the weight restrictions more than anything. The European carriers typically have a weight restriction that is so small that most suitcases with wheels take up half of it when they're empty.
I took Delta and I cannot believe the size of carry-ons they allowed. A lot of larger suitcases and I did see a few backpacks. Hope this helps.
On US Airways there is no problem to carry one 21" carry-on bag and another small back-pack.
On British Airway, on a return flight from Heathrow to Philly, only one carry-on bag per passenger is allowed. May be this is a London specific rule.
didn't they just lift the 1-bag rule at Heathrow?
I also recently flew Delta and one man filled an entire overhead compartment.They have rules but they dont always enforce them evenly.
From SEA to FCO on Air France, my wife and I each had a regular backpack, she had a carry-on size rollaway and I had Rick Steve's convertible backpack. No problems for either of us in Seattle, Paris (layover), or Verona.
Most airlines for carry on is one small carry on and one personal item (ie backpack, daybag, ect..) I think the backpack and a small suitcase would count as two but you'd have to ask your specific airline. Also make sure the country you are returning from has the same policy for luggage.
The one bag rule was lifted for some airlines at some British airports. I posted a link to an article regarding that a couple of weeks ago, in "Transportation" section, I think.
when in doubt, dont do it. I went to italy for 3 weeks with one rick steves backpack and i didnt even fill it.

Most airlines allow one carry on (like a '22 roller bag) and one small personal item such as a purse, backpack, briefcase or small duffel bag. I work for an airline and that is what the FAA mandates is allowed.
The backpack (daypack) can be your personal item if it is not too large (20-25L size?) I put my heavier items in there like cam/books/chargers etc. The carry on bag is then that much lighter. Just make sure that small case fits the dimensions and weights. Either way - packing light is still important. Just wear the heavy jacket and/or heavier clothes on the plane if youre close to the weight limit - or remove a few items! Just check your carriers web site first.
