We plan on taking taxi from Fiumicino airport to our place in Rome and are wondering if we should expect a luggage fee for two carry-on size pieces of luggage.

No, there should be no extra fees for luggage. The fixed fare is €50 from FCO to Rome city center (within the Aurelian Walls).

Also be sure to confirm the flat-rate fare as you get in the cab. A few years ago we had a cabbie tell us as we got in "pay meter" and once I said it was a flat rate he said ok and that's what we paid.

Don't know how to add on to my last response above, so..
So for cabs from airport, we will remember to make sure it's an official cab, confirm with driver the fixed rate before getting in cab, and I have also read to make sure the credit card machine is working.

It might also help to have the name and address of the hotel printed out on a 3x5 card to be sure nothing is lost due to possible language difficulties. Adding "50 Euros" to the card might also be a good idea.
