My flight arrives in Rome the morning of Oct 14. I will be staying 3 nights. When I check hotel prices at the moment...they are significantly less than when I put in my travel dates. Is there something about mid October that causes prices to raise? Or should I book a room closer to when I will arrive?

What are you checking prices on? A 3rd-party booking site or the hotels' websites themselves? Either way, prices RIGHT NOW are probably showing last-minute high-season rates.

If you are looking at third-party sites like booking.com, they will show a low "come on" price ( generally prepaid and non-refundable) for an unspecified date until you put in your actual dates.
October is still high season in Rome, but a nice time to be there. You might find last-minute bargains by waiting, but I would not count on it.
