booking a tax in Rome in English

In R.S.'s Paris book there was a really handy note with a phone number for booking a taxi in English. An equivalent for Rome? Don't need to go to airport, just from rented apartment (i.e. no concierge or hotel staff to help) to train station.

where is your apartment? If a taxi stand is nearby you should have no problem, just be sure to say which train station you want.

Taxi licenses in Italy can be given only to individuals (not companies). All taxi drivers are therefore owners of the taxi cab.
However taxi drivers join associations (cooperative companies or consortia) together with other taxi owners to share some common services (for example radio dispatch).

Below is the list of all such 'cooperative associations' in all major cities. Rome has six of such coops/consortia listed. Call any of them to have one of their associated taxi drivers dispatched to your location. I think all of them should have the English speaking dispatcher option.
