Looking for a 3-4 star Bologna hotel for 2-3 nights in mid-May. Close to the center would be nice, around $75 or less would also be nice. Any recs?
3-4 star? Not sure that you can get that for $75.... B&B Santo Stefano was lovely and about Euro 100.00.
2 years ago I stayed at Nuovo Hotel del Porto in May for about €45/night for a double room. I'd class it as about 2 stars. It was about a 10-minute walk to the center in one direction and the train station in the other. It was just okay for 3 nights, convenient location.
We stayed at the Porta San Mamolo on the south side, but still in walking distance. I think it was about $80, and parking was included, which was nice. Lovely hotel with a great breakfast. Robert in Montreal
We also stayed at Porta San Mamolo. A great hotel 15 minute walk to the city center.
Hotel Palace 2 blocks from the Duomo. It has seen its better years but It is roughly in your price range. I have stayed there several times. Decent breakfast.
I also stayed at Nuovo Hotel del Porto, it was fine for me (I don't need a gym, conference room, business center, etc., that bumps up the star rating). Very good location in a quiet area. I think Hotel Metropolitan is a sister property, a bit more upscale, I stayed there several years ago.
When in Bologna, I always stay at Hotel San Donato at via Zamboni 16. They have a great breakfast, included in the room price, and they are within walking distance of the fountain, church, the piazza, restaurants and market street. I take a taxi from the train station to the hotel and they arrange for a taxi to deliver me back to the station.

Do yourself a favor and stay at Porto San Mamolo instead. A very special hotel.
