best way to do Rome to tuscany and florence, airport and car rental

We are the same 4 young 60 year olds who are spending 3 weeks in italy. We have this part decided. We are flying into Venice.
Spending 3 nights then going on a cruise which begins in Venice and ends in Rome. We will spend 3-4 days in Rome. We are thinking about an airbnb and possibly going with a guided tour??? This is the big question-- we want to go to florence for 3 nights and tuscany area with a car (not in florence) for approx a week. Where should we rent the car? Should we fly home from Florence or Rome. Where would you suggest visiting in Tuscany and Umbria as a home base for the week and where should we drop off the car?? If we have a car would you suggest staying in two different airbnb's for that week in tuscany and covering more ground. Open to suggestions -- our first time in Rome. Thanks

First the trip outline. Because the cruise will end in Civitavecchia which is about an hour from Rome, I would change the order. After the cruise take a train to Florence and visit, then rent a car at the Florence airport ( to simplify avoiding the ZTL) to tour Tuscany and return the car in Rome. After the Rome visit fly out from there.

Thank you. Was not aware of the ztl and Just read about it. Would you leave car outside Rome and take train in?? Does airbnb in Rome make sense and going with a tour group?
