Can’t speak to Orvieto but all we found open in Civita di Bagnoregio March 30 2022 were a couple hole in the wall places. It was absolutely pouring rain and cool so we were happy they just had the lights on. Not a lot of choice that time of year.

Orvieto - Trattoria da Carlo
It was confusing to enter, and consisted of mostly locals. The food was ridiculously good, and our waiter was fun. I'm not aware of their open/close status in April, but they were open in the quietest time of December.

I second the vote for Il Labirinto di Adriano! Exceptional food and very nice owners. The restaurant sits above an underground cave system which you may be able to visit as well. We also enjoyed Enoteca La Loggia wine bar in Orvieto where we had an excellent tasting of three wines accompanied by small plates.
