I absolutely love the Risotto I had in Venice but I hear the restaurants are better in Milan, please recommend the best

I don't know if it's the "best" but last year we really enjoyed the Risotto alla Milanese at Nerino Dieci near the Duomo. Reservations strongly suggested. https://www.nerinodieci.it/
