Last October I stayed for 5 nights in the Santa Lucia district of Naples. It is on the Lungomare, yet the Piazza della Republica is just a few blocks away. It's quiet and safe area, a respite from the wonderful chaos that is Naples, with plenty of restaurants within walking distance.

Hotel Isa in the Prati area of Rome was very nice when we were there. We enjoy staying in that area as it is filled with good restaurants, locals and is still close to sights.
Hotel Piazza Bellini in Naples is excellent.
So hard to make recommendations without some idea of what appeals to you and budget. We always stay in the Termini area for convenience to transit. It is a busy area, lots of street, sidewalk traffic but also safe as there are lots of folks around. It has nice restaurants, Also Rick's guidebooks has recommendation for different areas. In Rome we prefer Hotel Sonya and Aberdeen. Both nice with good breakfasts. We prefer Sonya since we wife believes their lattes are better. If they are, it is a small difference.
Best to do some research prior before asking questions. This forum and site is rich in what you're looking for, not to mention picking up a RS book and utilizing the information that's provided.
Without any background to your trip, time-frame, budget and areas of interest, there's only so much that can be recommended that's of any use.
in Rome we like anywhere between the Pantheon- P Navonna-Campo de' Fiori in the Centro Storico.
From there you can walk most anywhere.
We have never felt unsafe in Rome.
We are always aware of our surroundings, don't carry valuables and have cash/credit cards/passport secure in a money belt.
Rick Steves recently posted he was staying at Piazza Bellini in Naples, so I would take that as a good recommendation. We stayed at Grand Hotel Oriente while in Naples and really liked it. The neighborhood felt very safe and central and they have a great breakfast and a breathtaking roof top bar.

We stayed at Magma Home Naples Rooms & Roofs in Naples and absolutely loved it! The owners are extremely involved in the community of Naples creating this space as one of the projects. It is an amazing space each room decorated by a local artist. The breakfast is made to order and set out on the terrace overlooking Mount Vesuvius. Roberto communicated all the local hang outs for music coffee food etc. There are a lot of marble stairs to get to the floors of the home so keep in mind if mobility is an issue. Highly recommend for a creative restorative space in the bustling city of Naples.
